The Ministry for Human Resource Development, Government of India has launched centrally sponsored National Means-cum-Merit Scholarship Scheme (N.M.M.S.S). Under this scheme an examination will be conducted and selected candidates will get the scholarship. Every year 1, 00,000 students will be selected throughout India. Out of which 4087 scholarships are being allotted to Residuary Andhra Pradesh and have been distributed among the districts basing on enrollment in VII and VIII Classes for each academic year. The Director of Government Examinations, Andhra Pradesh, Hyderabad is conducting NMMS examination from August 2008.
This examination is conducted every year in the month of November for the students in class VIII studying in Government/ Local Body/Municipal/Aided Schools are eligible for this examination. The candidates who got minimum 55% of marks for OC/BC candidates and 50% for SC/ST in VII Standard. The beneficiaries are being selected basing on the merit and as per the reservation norms followed by the state. State Norms including 3% reservation for P.H candidates. (S.C 15%; S.T 6%; B.C-A 7%; B.C-B 10%; B.C-C 1%; B.C-D 7%) regarding BC-E implementation in NMMS Examination will be considered after receipt of clarification from the government. Pattern of

Examination is as follows: 

 Mental Ability Test (M.A.T) – 90 marks multiple choice questions. Scholastic Ability Test (S.A.T) – 90 marks covering social science, science and mathematics of class VII & VIII. Each question carry one mark 

Qualifying percentage is as follows: 

Gen 40% B.C 35% S.C/S.T/P.H 25% The Govt vide G.O Rt No.713 dated 25/09/2008, permitted the Director of Government Examinations to collect Rs.100/- for O.C/B.C and Rs. 50/- from S.C/S.T towards examination fee. The candidate’s parental income should be below Rs. 1,50,000/- p.a. The awardee will receive a sum of Rs. 6000/- per annum for which the awardee shall have to open a joint account with their parents in any S.B.I or in any Nationalized Banks which has core banking facility/ESC facility. On providing the Bank account number list by the states, the Ministry for Human Resource Development, New Delhi will sanction the scholarships and send such list to the SBI, New Delhi for disbursement of scholarships to the awardees. The candidate will get the scholarship amount through SBI, New Delhi on quarterly basis directly.

  1. In the G.O.1st read above, Govt. have issued orders for implementation of the Revised Pay Scales 2015 for the State Government Employees notionally from 1.7.2013 with monetary benefit from 02.06.2014 and the benefit of RPS 2015 would be paid in cash from the salary of the month of April, 2015
  2. The Secretary, A.P. Residential Educational Institutions Society, Hyderabad in the letter 5th read above, has submitted the proposals to Government for implementation of Revised Pay Scales-2015 to the employees of both teaching and Non teaching working in A.P. Residential Educational Institutions Society and issue orders corresponding Revised Pay Scales of 2015 to all the Teaching and Nonteaching employees working under the management of the A.P. Residential Educational Institutions Society. 
  3.  The Government after careful consideration, hereby accept the proposal of the Secretary, A.P. Residential Educational Institutions Society, for implementation of the Revised Pay Scales 2015 for all teaching and Non-teaching staff working under the management of APREI Society on the lines of the other state Government employees as detailed in the Annexure appended to this order. 
  4. The Secretary, A.P. Residential Educational Institutions Society, Hyderabad is directed to follow the orders issued by the Government in the reference 1st read above for fixation of pay in Revised Pay Scales 2015. Regarding other Allowances viz Dearness Allowances, House Rent Allowance, City Compensatory Allowance & other allowances etc to the staff working in A.P. Residential Educational Institutions Society, the orders issued in the references 2nd 3rd and 4th read above shall be followed.

Central July 2016 DA 2 % to central Employees and Pensioners New DA

Central DA Announced 2 per cent for central government employees, pensioners from 01/07/2016. Centre 2% hike in dearness allowance (DA), due from July 2016, will benefit about lakhs of Central government employees and pensioners. 50 lakh central employees and 58 lakh pensioners ahead of Diwali, the Centre on Thursday announced a 2 per cent dearness allowance to be effective from July 1, 2016.

Dearness allowance and dearness relief is provided to employees and pensioners to neutralise the impact of price rise on their earnings. The central government had increased DA by 6 per cent to 125 per cent in March this year. DA was later merged with the basic pay following the implementation of 7th Pay Commission.

Compare to Central and State DA :

Bringing into force their employees to the PRC central government, state Government Employees DA turns ratio.
According to the 1.7.16 of the central 1% DA = State is 1.184% DA.

1% = 1.184%2% = 2.368%So State Govt. Employees will get :  2.368%DA ( July 2016)

ORDER:
In the reference read above, the Special Commissioner of Youth Services has proposed to conduct various youth welfare schemes / programmes during the current financial year i.e., 2016-17. Among the programmes, sending of A.P. contingent to Mount Everest is one of them. Special Commissioner of Youth Services, has submitted the draft scheme guidelines on ”Mission Everest – A.P. Youth on the Top of the World” and requested to approve the same for taking necessary action in the matter.
2. Government, after careful examination of the proposal, hereby approve the scheme guidelines for “Mission Everest – A.P. Youth on the Top of the World” furnished by Special Commissioner of Youth Services, subject to meet the expenditure within the budget provision under the heads of account. MISSION EVEREST “AP YOUTH ON TOP OF THE WORLD” (Annexure G.O. Rt. No.300, Date. 28.10.2016)
1.INTRODUCTION:
Mt. Everest is located in the Mahalangur mountain range of Himalayas in Nepal and Tibet border. Its peak is 8,848 metres (29,029 ft) above sea level. Most Nepali people refer this mountain as Sagarmatha, meaning "Forehead in the Sky." Tibetans and Sherpa people refer it as “Qomolungma”, meaning "Goddess Mother of the World".
2.AIM/OBJECTIVES OF THE EXPEDITION:
The main aim of this mission is to ignite the spirit of adventure and exploration in young minds and also
• To instill a sense of confidence and achievement in the hearts of youth, especially from underprivileged masses in the State of Andhra Pradesh and India.
• To create idols that can boost the morale of all the youth of Andhra Pradesh, particularly those who are belonging to the poor, underprivileged sections from the rural set up.
• To pitch the State of Andhra Pradesh on to the global adventure map.
• To encourage youth of the State of Andhra Pradesh especially women to pursue adventure as profession and convert into career in adventure sports or adventure tourism.
• To prove that no limitations for achieving anything in life to youth of the State.
3.TEAM:
Mt Everest climbing team will be consisting of five climbers selected from youth of State of the Andhra Pradesh. Out of Five youth one each reserved from SC, ST and Women and rest two will be open category. Preference will be give to woman, semi orphan, under privileged and orphan youth of the State of Andhra Pradesh.
4.ELIGIBILITY:
• The applicant should be native of Andhra Pradesh
• A resident of the state of Andhra Pradesh
• Domiciled in the State of Andhra Pradesh
• Born in the State of Andhra Pradesh
• Studied in school / college / university in the State of Andhra Pradesh for four years continuously
• A person either of whose parents was born or attended school / college / university in the State of Andhra Pradesh
• The applicant should be between age group of 18 – 29 years while applying.
• Annual income of the family from all the sources of all the family members shall be less than Rs.81,000/- if the family resides in rural area and Rs.1,03,000/- if the family resides in municipal area. The family includes husband and / or wife and their unmarried children. The house hold supply card (White ration card) may be considered as one of the evidence of income.
• Speaking skills in Hindi or English language will be an added advantage.
Note: No limitations pertain to height and education.
5.Application procedure and Documents to be submitted:
• Application form duly filled in enclosed Proforma. (Annexure -A)
• Medical Certificate shall be submitted in enclosed Proforma duly signed by Government doctor (The aspiring youth shouldn’t have any history of nervous, breath, lungs or brain related illness) – (Annexure – B)
• Photocopy of Aadhar card or Passport shall be submitted as address / residential proof.
• Date of Birth certificate or SSC marks memo shall be submitted as proof of age.
• Willingness of parents or guardian for participating in the expedition.
• Permission letter from School / College in case of students.
6.SELECTION CRITERIA:
The complete selection procedure has been divided into Six Phases. They are
Phase - 1
(starts around fourth week of October/early November)
Preliminary selections will be at district level. Ten youth from each district will be selected based on their Physical and medical fitness.
PHYSICAL STRENGTH:
• Body weight according to height (As per Department of Health - BMI chart).
• Should qualify in following physical endurance test:
For Male:
~ 100 meters race in 16 seconds
~ 2.4kms in 10 minutes
~ Long Jump: 3.65metres in 3 chances
For Female:
~ 100 metres race in 18 seconds
~ 2.4kms in 13 minutes
~ Long Jump: 2.7metres (9 feet) in 3 chances
MEDICAL FITNESS:
Applicant should submit Medical fitness certificate duly signed by government doctor in “Annexure B” format.
Committee: Following district level committee will be formed to complete selection procedure and select best 10 youth from each district.

Phase - 2
The selected 130 youth (10 youth from 13 districts) will be trained in basics of climbing and other adventure activities for 5 days. Depending on the performance in course further team will be selected.
The criteria for selection is
• Discipline
• Interest in field of climbing
• Mental toughness for climbing and related activities
• Physical ability in basics of climbing
• Health conditions
• Behavior of Youth
• Team spirit and cooperation
Depending on above qualities best performed 20 youth will be selected for further training.
Committee: Following state level committee will be formed to complete selection procedure and physical directors of APSWREIS (who already have experience in such programs) will be coordinating five days program.

Phase - 3
The selected 20 youth team will be sent for mountaineering course in Ministry of Defense recognized mountaineering institution. The institution shortlists best performed Nine youth.
(phase 3 should finish by mid of December)
Phase - 4
The selected team of 9 youth, physical fitness enhancement will be done along with mental conditioning at ground level. The team will be trained in advanced techniques of climbing and safety equipment. This would be for one month under supervision of expedition leader.
Phase - 5
(phase 4 should finish by mid of January)
The team of Nine (9) will be taken to Himalayas for winter training to test their endurance and cold bearing capacity, as they have to bare extreme cold and extreme weather conditions during climbing Mt. Everest.
Army officer, rank of Lt Col or above (who climbed Mt Everest earlier) will be taken along with the team to select the final five member team depending on their performance during this expedition. Expedition leader and doctor will also accompany the team.
Phase - 6
(phase 5 should finish by fist week of February)
The final selected team of 5 youth will be trained in technical and various other skills required for climbing Mt. Everest like using artificial oxygen etc... by expedition leader for minimum two months (This phase should finish by April first week).
Phase - 7
Final team will be taken to climb Mt. Everest during April – June 2017.
EXPEDITION LEADER:
Mount Everest is the highest mountain in the world and attempting to climb it still continues to be one of the most dangerous of human pursuits. To take up such challenge and bringing team back safely the best leader of the expedition is very important. Therefore, the expedition should be lead by
• A professional mountaineers who have has made a mark in that field
• Has experience of successfully organizing expedition logistics for Mount Everest and other world wide mountains.

All the District Educational Officers in the State are hereby informed that SCERT, Andhra Pradesh has developed Academic Calendar for the year 2016-17 in which PATANOTSAVAM (a Festival of Reading) is one of the activities proposed in the month of November 2016. In this connection Department of School Education is decided to conduct PATANOTSAVAM-2016 a creative Cultural Festival related to promoting reading ability among children. It is decided to organize a Week day festival in the month of November from 7-11-2016 to 14-11-2016.
In this connection you are instructed to issue proceedings to all the schools irrespective of managements to organize PATANOTSAVAM a week day festival in all the schools from
class I – X from 7-11-2016 to 14-11-2016 in your district. Further, you are requested issue instructions to Dy.EOs and MEOs, to implement this event in all the schools. A detailed guidelines and Action Plan are annexed. For vide publicity arrange press conference and explain the details to print and electronic media.

SCERT, Andhra Pradesh developed Academic Calendar for the year 2016-17 in which PATANOTSAVAM (a Festival of Reading) is one of the activities proposed in the month of November 2016. In this connection Department of School Education is decided to conduct PATANOTSAVAM - 2016 a creative Cultural Festival related to promoting reading ability among children. It is decided to organize a Week day festival in the month of November from 7-11-2016 to 14-11-2016.
Objectives of PATANOTSAVAM - 2016:
The objectives of the PATANOTSAVAM – 2016 are as follows:
• To successful implementation of Academic Calendar activities.
• To strengthening Library activity and utilizing School Libraries in the fullest extent.
• To promote reading abilities among children by using PATANOTSAVAM as an event.
• To promote love towards literature and cultural among children.
• To have healthy linkage between school and society.
• To inculcate creative thinking through literary activities among children.
• To invite parents and philanthropists to the school as a part of community participation.
• To promote democratic school culture.
• To provide an opportunities for all children for participation.
• To provide opportunities for all children to showcase their talents.
• To establish link with Vidyanjali Programme.
Plan of Action:
PATANOTSAVAM is a school based activity.
• It should be conducted in all schools from class I – X under all managements.
PATANOTSAVAM is a weekly festival. It will be celebrated 5days in all schools
from 7-11-2016 to 11-11-2016.
• Prize distribution for winners on 14th November 2016 Children’s Day.
• Day wise activities will be conducted on each day of PATANOTSAVAM.
• Recitation of Poems, Story Telling, Reflects on Essays / Articles, Drama and Creative Writings are the major areas of PATANOTSAVAM.
• Every student in the school should have a chance to perform his / her ability in the PATANOTSAVAM celebration.
• Let the students to opt whatever activity they like.
• All schools should conduct day wise PATANOTSAVAM activities on 6th, 7th and 8th periods of the day.
• Headmaster is the implementing authority of PATANOTSAVAM at school level.
• Headmaster should allot work distribution to all teachers.
• School should prepare PATANOTSAVAM document and mail the same to SCERT

GUIDELINES:
Role of DEO:
• Conduct meeting with all Dy.EOs, MEOs and SSA, RMSA Sectoral Officers, Principal DIET about effective conduct of PATANOTSAVAM - 2016.
• Communicate guidelines and other information related to PATANOTSAVAM to all schools from class I - X irrespective of all managements.
• Take necessary action to implement the activity in all schools and give vide publicity in print and electronic media.
• Prepare District Plan of Action to the conduct of PATANOTSAVAM-2016 and make arrangements to monitor the programme by using Dy.EOs, MEOs and SSA, RMSA sectoral Officers and Principal DIET.
Role of MEO:
• Conduct meeting with all school Headmasters in the Mandal about the modalities of conduct of PATANOTSAVAM.
• Prepare school level Action Plan by the Headmasters.
• Utilize the services of Vidyanjali volunteers in PATANOTSAVAM programme.
Role of Headmaster:
• Conduct staff meeting and allot day wise work distribution to all teachers.
• Decorate school premises and classrooms that reflects festival environment for the week days of PATANOTSAVAM programme.
• During PATANOTSAVAM days school should reflect the rays and flavor of literary activities.
• Invite philanthropists, local academicians to the day wise activities.
• Make arrangements to perform activities by the students in the school premises and also for display of write-ups and other posters.
• Allot 6th, 7th and 8th period of the day should be allotted to PATANOTSAVAM activities from 7-11-2016 to 14-11-2016.
• Prizes will be distributed to the winners on the eve of Children’s Day.
• Do not avoid class X students to participate in PATANOTSAVAM activities.
• Give vide publicity in print and electronic media about school activities.

AP Drought Affected 245 Mandals declaration in 7 Districts - Guidelines2016

Committee have examined in detail the proposals received from the District Collectors of Srikakulam, Prakasam, SPS Nellore, Anantapuram, Chittoor, YSR Kadapa & Kurnool for declaration of Drought Affected Mandals in Khariff-2016.

2. D.O.Letter No.12021/DM.II/A1/2015, dt. 21.09.2016 of Commissioner, Disaster Management & EOS to Government.
3. Reports received from the District Collectors in October 2016.
4. Minutes of the Meeting of the Committee on Drought held on 19.10.2016.

ORDER :

1. During South West Monsoon-2016 (1-6-2016 to 30-09-2016), the State received a rainfall of 533.8 mm as against the normal rainfall of 556 mm with a deviation of (-) 4%, whereas rainfall received during the previous year (2015) was 519.7 mm with a deviation of – 5.4% for the corresponding period.

2. As per Andhra Pradesh Handbook for Management of Drought, 1995 and Manual for Drought Management published by Ministry of Agriculture, Govt. of India, 2009, the proposals for declaration of drought should be examined with reference to the following norms and the District Collectors should send specific report to the Government taking Mandal as a unit:

Drought should be examined with reference to the following norms :

a. Deficiency in rainfall 

(i) (-) 25% and above in Mandals where the annual normal rainfall is more than 1000 mm.,(ii) (-) 20% and above in Mandals where the annual normal rainfall is 750 mm to 999.9 mm.,(iii) (-)15% and above in Mandals where the annual normal rainfall is less than 750 mm i.e 749.9 mm.
b. Compression/reduction in the cropped areas of 50% and above under all Principal crops.
c. Normal reduction in crop yields of 33% and above, comparative with average yields of previous 5 years.
d. Dry spells and its impact on crop damages.
e. Normalized Vegetative Differential Index (NDVI).
f. Moisture Adequacy Index (MAI).

For considering declaration of drought, the first norm of (a) Deficiency in Rainfall is compulsory and out of (b) to (d) norms, any two norms must be fulfilled, apart from norms (e) and (f) that would be prepared by NRSC and ANGRAU respectively.

3. A meeting of the Committee on Drought constituted vide G.O 1st read above to scrutinize the proposals submitted by the District Collectors for declaration of Drought Affected Mandals was held on 19.10.2016. The Committee have examined in detail the proposals received from the District Collectors of Srikakulam, Prakasam, SPS Nellore, Anantapuram, Chittoor, YSR Kadapa & Kurnool for declaration of Drought Affected Mandals in Khariff-2016 with reference to the prescribed norms of Government of India and Government of Andhra Pradesh and the prevailing drought like situation in the State due to erratic rainfall and dry spells.

4. The Committee after examining the proposals have recommended 245 Mandals in seven Districts to the Government for declaration as Drought Affected in 2016 in terms Drought norms.

5. Government after careful examination of the recommendations of the Committee on Drought and keeping in view of the reports furnished by the District Collectors in the reference 3rd read above, have decided to declare the 245 mandals (as in Annexure-II) in 7 districts of Andhra Pradesh Viz., Anantapur – 63, Chittoor – 53, Kurnool – 36, Kadapa – 32, Nellore – 27, Prakasam – 23 and Srikakulam - 11 as Drought affected Mandals in Khariff-2016.

6. The District Collectors concerned shall ensure deletion of the notified municipal/urban areas and areas falling under permanent assured irrigation sources. Urban Mandals which are not declared as drought affected, shall be treated on par with drought affected Mandals for the purpose of drinking water. The District Collectors concerned shall issue the notification in the District Gazette as mentioned in Annexure-I in Telugu, which is the official language of the State, as per the Andhra Pradesh Official Languages Act, 1995.

7. The District Collectors concerned shall take immediate further necessary action.

8. The Commissioner and Director of Printing, Stationery and Stores Purchase (Printing Wing), Andhra Pradesh shall publish the notification in the extra-ordinary issue of Andhra Pradesh Gazette.

ORDER:

1. In the circumstances stated by the Director General of Police, Andhra Pradesh, Hyderabad, in the reference read above, Government, hereby accord sanction of Ration allowance as per the revised rate of Rs.600/- per month to the executive staff of OCTOPUS on par with the staff of Greyhounds.

2. The Director General of Police, Andhra Pradesh, Hyderabad shall take necessary action, accordingly.

3. This order issues with the concurrence of Finance (FMU-Home, Courts & Energy) Department, vide their U.O.No.FIN-43027/182/2016-SO (FMU(E&H&C)-FIN, Dated 17.07.2016.

AP State Annual Exams will be held next year in the month of March. In this regarding SSC Candidates should pay the fee to the concerned school Head Master as per given schedule.


AP SSC 2017 Exams Fee Dates

The following are the due dates for remittance of Examination fee for Regular / Once failed Candidates/ Private Candidates without school study appearing for the first time and Private candidates appearing from outside the State and Out side Countries, for the SSC Public Examinations to be held in March, 2017. All recognized schools Heads of institutions have to remit the fee in the prescribed Treasury Challan only enclosing a list of candidates to it.

Tatkal Dates: The SSC due dates would be extended for remittance of Examination fee under Tatkal Scheme for Regular / Once failed / Private candidates without school study appearing for the first time for the SSC Public Examinations to be held in March, 2017. All the Heads of institutions are instructed to remit the examination fee in the prescribed Treasury Challan only, duly enclosing a list of the candidates to it

This is the last and find chance for payment of SSC examination fee. The due dates will not be extended later under any circumstances fo any reasons beyond the above date.
In this connection it i further informed that the candidates who are registered for the SSC Public Examinations, March 2017 are alone eligible to appear for the Advanced Supplementary Examinations to be held in May/June 2017 . As such all once failed candidates who desire to appear for the and fresh candidates SSC Public Examinations are requested to utilize this last opportunity given and appear for the examination to be field in March, 2017 duly paying the requisite fee as per rules.
IMPORTANT NOTE:
  1.   If any of the above dates are declared Public Holidays, the next immediate working day may be reckoned for the purpose.

  2.   Due dates of remittance of Examination fee will not be extended further under any circumstances.

INSTRUCTIONS TO CANDIDATES

  1.   Fee for Regular candidates for all subjects is Rs.125/-

  2.   Fee for up to three and less than 3 subjects is Rs.110/-

  3.   Fee for more than 3 subjects is Rs.125/

  4.   Attendance exemption fee for Private candidates without school study is Rs.650/- in adition to the Examination fee.

  5. Special fee of Rs.650/- to be paid by the Outside State/ Outside Country Candidates in addition to attendance exemption fee and Examination fee. The Outside State Country candidates appearing for the first time for SSC Public Examinations, March, 2017 have to seek prior of Director of Government of Examinations with relevant documents before remitting the Examination and Other fee. For more details, the Outside State Country candidates amy contact the respective DEO or www.bseap.org.

  6. Fee for Vocational candidates is Rs.60/- in addition to Regular Examination fee of Rs.125/- prescribed for SSC academic courses.

  7.  OMR cum ICR application forms have to be used for March 2017.

  8.  The candidates belonging to Scheduled Castes / Scheduled Tribes and Backward Classes who are appearing for SSC March 2017 for the first time as Regular candidates and whose parental income does not exceed Rs.24, 000/- per annum in urban areas and Rs.20, 000/- or land holding not exceeding 2.5 Acres wetland / 5 acres dry land in Rural areas are exempted from the payment of the examination fee. As such, the Headmasters are requested to satisfy themselves about the Parental income by insisting upon a certificate issued by the Mandal Revenue Officer as per rule
